Minutes of the meeting held between Kalyan Samiti and Civic Authorities during the visit of Mr. Santosh Kumar Yadav,

District Magistrate, Ghaziabad on 27th June, 2004 in Shalimar Garden

 

The event was hosted by Shalimar Garden Kalyan Samiti at A-177, Shalimar Garden Main between 11.00 AM and 2.00 PM. From the residents’ end, the Samiti had invited office bearers of A, B and C Block Welfare Associations from Extn-2 and Shalimar Housing Complex to express their views and bring civic problems to the notice of the authorities. The event was a grand success with more than 200 participants.

 

At the outset, the Chairman of the august Samiti Mr. Nirmal Sharma extended warm welcome to the District Magistrate and his team of officials,  representatives from block-wise associations, and the residents to the event.  He then invited representatives from Block-wise Associations to brief the civic issues in their respective blocks to the officials. Representatives from Rajendra Nagar (Sector-2) and Janakpuri, also joined the delegation.

 

In addition to the various civic issues as detailed in the presentation given by the Samiti, The block-wise Associations touched upon the following points :

*     Complete the remaining 25% of 80 ft. Road connecting Bhopura Road and Seema Puri

*     Shift Jean and Dye Units away from Janakpuri

 

PRESENTATION BY SHALIMAR GARDEN KALYAN SAMITI

 

On behalf of the Kalyan Samiti, a team comprising Mr. Pradeep Gupta, President, Mr. J. Suriyanarayanan, General Secretary and Mr. Gopal Bubna, Executive Member gave a LCD Presentation titled “Civic Issues in Shalimar Garden” during the event:

 

Issues covered in the presentation and response from concerned officials are as follows:

 

     Regular & Enhanced Power Supply   

                  Samiti’s demands :

-                      Average Power Supply now is 16 hours a day, which is to be enhanced

-                      Additional Transformers with enhanced capacity at Sub-station

-                      Separate Water Feeder at Nistalli Sub-station

-                      Uninterrupted power supply to Tila Mode and Water Tank Area

-                      Legal Action against Direct Power Connection from High Tension lines without Transformer

 

Response from Mr. Sanjay Sharma, SDO, UPPCL

                        -           The Corporation will make efforts to give power supply for 20 hours at least

-                      Two Transformers of 440 KVA will be installed near Plot No. S-8 and 473, Shalimar Garden Extn-1

before 31st July, 2004.

-           Separate Water Feeder will be ready before July 31, 2004

-                      Kalyan Samiti agreed to cooperate to recover dues from defaulters

-                      However, Mr. Sanjay Sharma did not reply about direct connections without transformer (?!)    

 

     Clean and Enhanced Drinking Water

-                      Additional Water Tank for Shalimar Garden Main

-                      Supply may be Twice a day instead of only once a day

-                      Quality of Pipes to be checked and repaired/ replaced

 

Response from Mr. R.B. Maurya, Mukhya Nagar Adhikari (MNA)

The demands will be considered favourably.

 

     Maintenance of Drainages, Street Lights & Cleaning of Streets

-                      Nagar Nigam may deploy enough labours for maintenance

-                      Open drains/ man-holes, nalas to be covered

-                      Enough Dust-Bins to be provided (preferably bio-degradable and non-biodegradable)

 

Response from Mr. R.B. Maurya, Mukhya Nagar Adhikari (MNA)

-                      From July 1, 2004, 24 Safai Karamcharis will be posted to Shalimar Garden for cleaning work and their

 wages will be released on receipt of a performance certificate from the Samiti

-                      A “Sewa Kendra” will be opened near Police Chowki and all the Safai Karamcharis will report at the

Kendra on daily basis

-           Broken/ open Man-holes will be closed on immediate effect

-           Cleaning of Nalas is under process and an Inspector will be deployed to review the position

 

     Issue of Ration Cards

      Response from District Supply Officer

-                      Ration Cards will be issued from the office located at Flat No. 129, Sector-15, Vasundara between

10.00 AM and 02.00 PM between Monday and Friday, on production of Deletion Certificate (or) employee

Identity Card in case of Government employees

-     A camp will be organized on July 10, 2004

 

     Updation of Voters List & Issue of Voter I-Cards

      Response from Mr. Rakesh Chandra, ADM (E)

-                      Mistakes in the Voters I Cards will be corrected on production of corrected information along with present

Voters I-Card at the Tehsil

-     and fresh cards will be issued on the next day

-     Online photography system is being introduced

-                      Kalyan Samiti shall prepare a list of all eligible voters and submit the same at the Tehsil, along with

Form-6, dully filled in by the Voters

 

     Emerging need for a Full Fledged Police Station

-                      A Police Station with separate SHO is needed

-                      Police Verification to the Chowkidars forwarded earlier to be done

-                       

      Response from Mr. Jay Narain Singh, Senior Superintendent of Police (SSP)

      Action in this regard is being initiated.

 

     Quick completion of Sewer Project

Internal Sewer Pipes have not yet been laid in Shalimar Garden Main,

which may be expedited at the earliest

 

Response from Mr.Srivastava, EE, GDA

-     This will be completed soon

 

     Waste Management / Waste Disposal

-           Sanitory Inspector and Health Officer to visit the colony often

-     Suitable Mechanism may be worked out to dispose garbages

 

Response from Mr. R.B. Maurya, MNA

        -               The demands will be considered favourably

-                      Regarding Garbage Dumping Ground, MNA made a request to the DM on the floor to earmark such a

 space

 

     Maintenance of Parks

-     The Parks may be provided with plantations, submersible pumps, power supply etc.

 

     Introduction of “Bhagidari” Scheme

 

     Primary Health Centre (PHC)

(Plot No. A-101, Shalimar Garden Main has been earmarked for PHC in the Master Plan approved by GDA)

 

 

 

     Post Office

      Response from District Magistrate

DM will write a letter to the concerned Post Master in due course. Kalyan Samiti may be in touch with DM

Office in this regard.

 

     Telephone Exchange

 

     Community Hall

 

      Response from MNA

      MNA agreed to the need of a Community Hall in the colony and requested the

DM to explore the possibilities of such provision through the MP/ MLA’s local Area development fund

 

     Rain Water Harvesting – Pressing Need

 

     Shifting of Liquor Shop from the Colony

 

      - DM instructed concerned officials to take suitable action in this regard.

 

     “Shalimar” Garden turned into “Slum” Garden

 

     Unhygienic Condition at the entry part from Seema Puri Border

 

     Violation of TRAI Norms by Cable Service Providers

      -           DM instructed the Department to constitute a Committee to undertake a Survey in this regard and collect

revenue dues

 

     Commercial Activities in Residential Plots

-           Secretary, GDA assured to look into this matter and take suitable action at his level. A separate meeting with Secretary, GDA will be fixed in due course

 

       “Code on Access to Information”  - Request for Circulation of Orders

 

REMARKS BY DISTRICT MAGISTRATE

 

The District Magistrate (DM) Mr. Santosh Kumar Yadav appreciated the sincere efforts put-in by the Shalimar Garden Kalyan Samiti and especially the presentation. He also encouraged the residents to make infrastructure for Rain Water Harvesting. DM expressed his concern about a huge outstanding dues from the residents towards power consumption, house/water tax etc and requested the citizen to make their payment dues well in time to enable the Administration to provide required infrastructural facilities to the colony.

 

DM also appreciated the Samiti’s suggestion for “Bhagidari” Scheme and “Garbage Removal System” and assured that both will be looked into genuinely. Regarding dye and jeans units, DM informed that those units will shortly be shifted to the Apparel Zone specially meant for polluting units coming up in Loni.

 

Mr. Yadav also expressed that the Administration is working on the possibility of announcing a day, preferably 20th of every month when all the authorities will be out to plant tree saplings. DM advised the Samiti to mobilize funds locally, get saplings planted on the same day.

 

While assuring the residents that all the requirements/ demands will be considered favourably in due course, DM suggested that the consumers should not be default in payments.

 

At the end, Mr. Nirmal Sharma extended vote of Thanks to DM and his team of officials and all the residents, on behalf of the Samiti.
